Ofcom slaps NTV with breach for broadcast of violent film ‘Toofan’ during daytime
Ofcom has found Bangladeshi broadcaster NTV in breach of UK regulations after airing the Bengali action film ‘Toofan’ at 11:30am with graphic violence unsuitable for daytime viewing. The regulator said the broadcast contained “frequent scenes of violence and death”, including mass shootings and a beheading, and therefore failed to meet Rule 1.3 on appropriate scheduling.
The Licensee told Ofcom it “sincerely apologise[d]” for the transmission, attributing the incident to an “unintentional error by our newly appointed programme scheduler”. It said refresher compliance training had been arranged and that “robust steps” were now in place to prevent recurrence.

Ofcom acknowledged the apology but maintained that the film, classified “15” by the BBFC, was broadcast well before the watershed and without warnings or PIN protection, concluding that children were not adequately safeguarded.
