Ofcom revokes two licences of MATV

Ofcom has revoked two licences held by Middlesex Broadcasting Corporation Limited (MBCL) for the provision of the services ‘MATV National’ and ‘MATV Music’.

Under Ofcom’s broadcasting regulations, a licence must be held by the organisation that exercises “general control” over the content and services being broadcast. Following an investigation, Ofcom concluded that MBCL had ceased to provide both services and that control had instead shifted to a separate entity, MATV Broadcasting Limited, which has been operating the services without the required licence.

The investigation began in August 2024, when Ofcom sought detailed information from MBCL to determine whether it retained editorial control over the licensed services and to clarify the role of MATV Broadcasting Limited. MBCL provided only limited responses to these formal requests.

MATV Broadcasting Limited, incorporated in 2008, has undergone several changes in its ownership structure. Companies House records show that Mr Kuldeep Singh Shekhawat served as the sole director and, between 2016 and July 2025, was listed as the individual with significant control. He held approximately 90% of the company’s shares between May 2020 and July 2025. Current filings indicate that Mr Shekhawat remains a director but now holds 10% of the shares, while Alpana Kuldeep Singh Shekhawat holds 65% and is listed as the sole person with significant control.

As of June 2025, Mr Shekhawat appeared to “control” MATV Broadcasting Limited for the purposes of Schedule 2 of the Broadcasting Act 1990. During this period, he also served as President of the Overseas Friends of the Bharatiya Janata Party (UK), which Ofcom considers relevant in determining his status as an “officer” of that body under the same legislation.

Ofcom’s findings ultimately determined that MBCL no longer met the regulatory requirement of being the provider of the licensed services, leading to the revocation of both licences.
